CVE-2018-17144 let miners create Bitcoin by double-spending outputs within blocks. Bitcoin Core v0.14 removed duplicate-input validation; in v0.15-0.16, the sanity assertion loosened from verifying outputs weren't spent to merely checking they exist—allowing double-spends of prior-block outputs to pass and inflate UTXO.
