Spending Bitcoin from a multisig address requires providing the entire spending script (all public keys of possible signers) with signatures. The blockchain stores only a hash of this script; to spend, you must reveal the full script to prove it matches. Multisig backups therefore need all cosigner public keys in addition to private signing keys.
